TUESDAY:  A Special Meeting of the Somerset County Board of Commissioners was held at 10:45 a.m. in the Commissioners’ Board Room.

 

 

PRESENT:  Pamela A. Tokar-Ickes, John P. Vatavuk, and James C. Marker, Commissioners; Judy Ellich, Daily American; Kerri Burtner, Comprehensive Plan Coordinator; Randy Welker, Fiscal Analyst; Vince Pavic, Human Resources Director; Daniel W. Rullo, Solicitor; Carolyn Zambanini, Chief Clerk; and Sonya Augustine, Assistant Chief Clerk.

 

 

 

Approve Minutes

 

Motion by James C. Marker, seconded by John P. Vatavuk to approve the minutes of the meeting of December 23, 2008.

 

The vote was unanimous.  Motion carried.

 

 

 

Approve Payment of Bills

 

Motion by James C. Marker, seconded by John P. Vatavuk to approve the payment of bills in the amount of $680,028.08.

 

The vote was unanimous.  Motion carried.

 

 

 

Boswell District Judge’s Office

 

Motion by James C. Marker, seconded by John P. Vatavuk to approve the request of District Judge Susan Mankamyer to appoint NANCY THOMAS of Somerset, Pennsylvania as a Temporary Full-Time Clerk in the Boswell District Judge’s Office at an hourly rate of $7.60, retroactive to December 2, 2008.

 

The vote was unanimous.  Motion carried.

 

 

 

Somerset County Jail

 

Motion by James C. Marker, seconded by John P. Vatavuk to approve the request of Thomas Perrin, Warden, to promote JESSE SPEICHER of Berlin, Pennsylvania, from Part-Time to Full-Time Correctional Officer at the Somerset County Jail at an annual salary of $24,128, effective January 3, 2009.

 

The vote was unanimous.  Motion carried.

 

 

Carolyn Zambanini stated that the Prison Board has recommended the Commissioners approve a protocol for addressing the housing of female inmates in the Somerset County Jail.

 

 

Motion by James C. Marker, seconded by John P. Vatavuk to approve the following protocol in connection with the female inmate population at the Somerset County Jail:

 

1.      When the female population of the Somerset County Jail reaches ten (10) an emergency Jail Population Meeting shall be convened within twenty-four (24) hours of notice to the Members.

 

2.      The Members shall meet and review the current female population to determine if any female inmates are eligible for parole or release on bond within the following five (5) calendar days.

 

3.      In the event that no female inmates are eligible for release within the next five (5) days, the Members shall direct the Warden to contact other county prisons to determine if female inmates may be transferred to such a facility should the rated capacity of twelve (12) be exceeded.

 

The vote was unanimous.  Motion carried.

 

 

 

Somerset County Hospital Authority

 

Motion by James C. Marker, seconded by John P. Vatavuk to reappoint DR. GRANT ATWELL, II of 132 Meyers Avenue, Meyersdale, Pennsylvania  15552, to the Somerset County Hospital Authority for a five-year term expiring on December 31, 2013.

 

The vote was unanimous.  Motion carried.

 

 

 

Somerset Conservation District Board

 

Carolyn Zambanini announced that the State Conservation Commission has notified the County that on July 9, 2008, Governor Ed Rendell signed Senate Bill 1020 into Law.  Section 7 of the Act 75 of 2008 states that county governing bodies may require that a director of the conservation district be a resident of the county. 

 

 

Motion by James C. Marker, seconded by John P. Vatavuk to adopt the requirement that members of the Conservation District be a resident of Somerset County in accordance with Section 7 of Act 75 of 2008 and to notify the State Conservation Commission of this action.

 

The vote was unanimous.  Motion carried.

 

 

 

Mileage Reimbursement Rate

 

Motion by James C. Marker, seconded by John P. Vatavuk to apply the IRS Standard Mileage Rate to the County decreasing the mileage rate for business travel to 55 cents per mile, retroactive January 1, 2009.

 

The vote was unanimous.  Motion carried.

TUESDAY:  A Special Meeting of the Somerset County Salary Board was held at 10:53 a.m. in the Commissioners’ Board Room.

 

 

PRESENT:  Pamela A. Tokar-Ickes, John P. Vatavuk, and James C. Marker, Commissioners; Judy Ellich, Daily American; Kerri Burtner, Comprehensive Plan Coordinator; Randy Welker, Fiscal Analyst; Vince Pavic, Human Resources Director; Daniel W. Rullo, Solicitor; Carolyn Zambanini, Chief Clerk; and Sonya Augustine, Assistant Chief Clerk.

 

 

 

Motion by Donna Schmitt, seconded by James C. Marker to set the 2009 salaries as follows:

 

Set the 2009 hourly rate for PART-TIME CORRECTIONAL OFFICER FOR THE JAIL at $11.60 (34 cents per hour increase), effective January 1, 2009.

 

Increase the hourly rate for ALL OTHER PART-TIME EMPLOYEES by 20 cents per hour, effective January 1, 2009. 

 

Adopt the 2009 Compensation Plan for the following civil service agency, which is a $750.00 or 3% (whichever is greater) increase, effective January 1, 2009:

 

                                    Emergency Management Agency (Clerk)

 

Increase the salaries for all other employees covered by the AFSCME Contract by $750.00 or 3%,  whichever is greater, and move to the next step on the scale upon anniversary date if applicable, effective January 1, 2009.

 

Increase the salaries for all employees covered by the UMWA - JAIL Contract by 3% and move to the next step on the scale upon anniversary date if applicable, effective January 1, 2009.

 

Increase the salaries for all employees covered by the UMWA Contract by 35 cents per hour or 3%, whichever is greater, effective January 1, 2009.

 

Increase the salaries for all employees covered by the SCAPE Contract by 3% or $1,000, whichever is greater, effective January 1, 2009.

 

Increase the salaries for ALL PART-TIME ATTORNEYS ON COUNTY PAYROLL (Assistant Public Defenders, Assistant District Attorneys, Domestic Relations Solicitor, Master) by $750.00 or 3%, whichever is greater, effective January 1, 2009.

 

Increase the salaries for JURY OFFICERS and PART-TIME SALARIED EMPLOYEES FOR AREA AGENCY ON AGING by 3%, effective January 1, 2009.

 

Continue the 2008 salaries for the LAW CLERKS and LAW LIBRARIAN for 2009.

 

Approve a $600.00 stipend for the year 2009 (not added to base salary) for the following Adult Probation Supervisors:  KIMBERLY A. MCLAUGHLIN, Deputy Chief, of Somerset, Pennsylvania; CAROL R. MULLEN, PO II Supervisor, of Hollsopple, Pennsylvania; JEFFREY L. MULLEN, Institutional Parole Officer – Non-Supervisor, of Hollsopple, Pennsylvania; and SEAN P. DOLAN, PO II Supervisor IPC, of Rockwood, Pennsylvania; due to the distribution of the Collection Officer’s caseload among these four Supervisors.

 

Increase the salaries for ALL OTHER FULL-TIME EMPLOYEES not covered by the AFSCME, UMWA-JAIL, UMWA or SCAPE contracts or otherwise addressed, by $750 or 3%, whichever is greater, effective January 1, 2009.

 

 

SET THE NUMBER OF EMPLOYEES in each Department the same as 2008 with the following exceptions:

 

            Delete – Full-Time Planner – EMA Office

            Create – Part-time Planner – EMA Office

 

as set forth in the 2009 Salary Board Position Control attached hereto.
