TUESDAY:  A Regular Meeting of the Somerset County Board of Commissioners was held at 10:44 a.m. in the Commissioners’ Board Room.

 

 

PRESENT:  Pamela A. Tokar-Ickes and James C. Approve Minutes

 

Motion by James C. Marker, seconded by Pamela A. Tokar-Ickes to approve the minutes of the special meeting held on January 5, 2009.

 

The vote was unanimous.  Motion carried.

 

 

 

Approve Payment of Bills

 

Motion by James C. Marker, seconded by Pamela A. Tokar-Ickes to approve the payment of bills in the amount of $1,937,560.09.

 

The vote was unanimous.  Motion carried.

 

 

 

Area Agency on Aging

 

Motion by James C. Marker, seconded by Pamela A. Tokar-Ickes to approve the request of Arthur DiLoreto, Administrator for Area Agency on Aging, to appoint LORI A. TRENT of Somerset, Pennsylvania, as a Part-Time Meal Deliverer for the Area Agency on Aging at an hourly rate of $7.80, effective January 21, 2009.

 

The vote was unanimous.  Motion carried.

 

 

 

Elections Office

 

Motion by James C. Marker, seconded by Pamela A. Tokar-Ickes to approve the Rental, License and Services Agreement between the County of Somerset and PREMIER ELECTION SOLUTIONS, INC. of 1253 Allen Station Parkway, Allen, TX  75002, to rent two (2) AccuVote-Optical Scanners and 128 KB Memory Cards in the total amount of $2,780.00 for the 2009 Primary and General Elections including shipping expenses. 

 

The vote was unanimous.  Motion carried.

 

 

 

Register of Wills’ Office

 

Motion by James C. Marker, seconded by Pamela A. Tokar-Ickes to approve the unpaid leave of absence for Employee #2147 of the Register of Wills’ Office for the period of January 26-30, 2009.

 

The vote was unanimous.  Motion carried.

 

 

 

Agricultural Land Preservation Program

 

Motion by James C. Marker, seconded by Pamela A. Tokar-Ickes to approve the Certification to the Pennsylvania Department of Agriculture that a total of $4,033.33 is available for agricultural conservation easement purchases in connection with the AGRICULTURAL LAND PRESERVATION PROGRAM for the fiscal year beginning January 1, 2009 from the Clean and Green Tax Rollover Funds.

 

The vote was unanimous.  Motion carried.

 

 

 

Southern Alleghenies Planning & Development Commission

Motion by James C. Marker, seconded by Pamela A. Tokar-Ickes to reappoint Pamela A. Tokar-Ickes and James C. Marker as Commissioner Representatives to the Southern Alleghenies Planning and Development Commission Executive Committee with John P. Vatavuk serving as Alternate; and to reappoint James C. Marker to the Finance Committee and Pamela A. Tokar-Ickes to the Personnel Committee.

Somerset County Jail

 

Motion by James C. Marker, seconded by Pamela A. Tokar-Ickes to approve the request of Adele Bauer, Deputy Warden, to hire NEIL A. MAUST of Berlin, Pennsylvania as a Part-Time Correctional Officer at the Somerset County Jail at an hourly rate of $11.60, effective January 17, 2009.

 

The vote was unanimous.  Motion carried.

 

 

Motion by James C. Marker, seconded by Pamela A. Tokar-Ickes to approve the request of Adele Bauer, Deputy Warden, to hire JANINE DONALDSON of Somerset, Pennsylvania as a Part-Time Correctional Officer at the Somerset County Jail at an hourly rate of $11.60, effective January 15, 2009.

 

The vote was unanimous.  Motion carried.

 

 

Motion by James C. Marker, seconded by Pamela A. Tokar-Ickes to approve the request of Adele Bauer, Deputy Warden, to hire RICHARD SHINHOLT of Somerset, Pennsylvania as a Part-Time Correctional Officer at the Somerset County Jail at an hourly rate of $11.60, effective January 12, 2009.

 

The vote was unanimous.  Motion carried.

 

 

Motion by James C. Marker, seconded by Pamela A. Tokar-Ickes to approve the unpaid leave of absence for Employee #2083 of the Somerset County Jail for December 16 and 26, 2009.

 

The vote was unanimous.  Motion carried.

 

 

Motion by James C. Marker, seconded by Pamela A. Tokar-Ickes to approve the unpaid leave of absence for Employee #1712 of the Somerset County Jail for four hours on January 3, 2009.

 

The vote was unanimous.  Motion carried.

 

 

 

Delta Development Group

 

Motion by James C. Marker, seconded by Pamela A. Tokar-Ickes to approve the Consultant Agreement between the County of Somerset and DELTA DEVELOPMENT GROUP of 2000 Technology Parkway, Suite 200, Mechanicsburg, Pennsylvania 17050-9407, for consulting services in connection with various projects throughout the County in the amount of $11,000.00 per month for a period of 12 months.

 

The vote was unanimous.  Motion carried.

 

 

 

Assessment Office

 

Motion by James C. Marker, seconded by Pamela A. Tokar-Ickes to approve the exoneration of the Clean & Green Rollback Taxes in connection with a 6.725-acre parcel, Reference No. 42-0-007110, owned by Mr. and Mrs. Marlin Sherbine in the amount of $5,447.96 plus interest. 

 

The vote was unanimous.  Motion carried.

 

 

This property is in the process of being donated to St. Paul’s Presbyterian Church of Somerset.   If the Church fails to build on the property, it will revert back to Mr. and Mrs. Sherbine and the original use as set forth in the Clean and Green application.  Commissioner Tokar-Ickes stated that Somerset Township and the Somerset Area School District have already taken action to forgive the rollback taxes in connection with this property. 

 

 

Motion by James C. Marker, seconded by Pamela A. Tokar-Ickes to approve the exoneration of the 2008 County Real Estate and Interim 62 taxes for a parcel owned by Lutheran Camp Association, Inc., Reference No. 21-0-059230 in the amount of $520.29 plus penalties and interest. 

 

The vote was unanimous.  Motion carried.

 

 

This property was added to the tax rolls in 2008 and had previously been exempt as it is the residence of the Camp Sequanota Program Director.  The property has been removed from the tax rolls by Somerset County Board of Appeals and will be exempt in 2009 as well as future years. 

 

 

 

Fiscal Department

 

Motion by James C. Marker, seconded by Pamela A. Tokar-Ickes to rescind the motion of the December 9, 2008 Regular Commissioners’ Meeting, accepting the resignation of REBECCA LAMAR of Portage, Pennsylvania and reinstate her to the position of Accountant in the Fiscal Department at an annual salary of $29,355, effective January 21, 2009, as well as approve a leave without pay for the period of January 5-20, 2009.

 

The vote was unanimous.  Motion carried.

 

 

 

Veterans Services

 

Motion by James C. Marker, seconded by Pamela A. Tokar-Ickes to hire DANIEL KINSELLA of Somerset, Pennsylvania as Director of Veterans Services at an annual salary of $20,000.00, effective January 26, 2009.

 

The vote was unanimous.  Motion carried.

 

 

Carolyn Zambanini, Chief Clerk announced that the Somerset County Board of Commissioners will hold a public meeting on February 3, 2009 at 6:00 p.m. in the Commissioners’ Board Room for the purpose of hearing written and oral comment from the public concerning the setting of salaries for County Officers and County Commissioners beginning January 1, 2010.  The Commissioners will vote to set those salaries.

TUESDAY:  A Somerset County Employees’ Retirement Board Meeting was held at 10:56 a.m. in the Commissioners’ Board Room.

 

 

PRESENT:  Pamela A. Tokar-Ickes and James C. Marker, Commissioners; Donna Schmitt, Treasurer; Kerri Burtner, Comprehensive Plan Coordinator; Mike Faher, Tribune-Democrat; Judy Ellich, Daily American; Randy Welker, Fiscal Analyst; William Vescio, Bryan Funding, Inc.; Carolyn Zambanini, Chief Clerk; and Sonya Augustine, Assistant Chief Clerk.

 

 

 

Motion by James C. Marker, seconded by Donna Schmitt to rescind the motion made at the December 9, 2008 Commissioners’ Meeting approving the Request for Vesting submitted by REBECCA LAMAR of Portage, Pennsylvania, as she was reinstated to her position as Accountant in the Fiscal Department effective, January 21, 2009.

 

The vote was unanimous.  Motion carried.

 

 

William Vescio of Bryan Funding, Inc., presented the Investment Review for the Somerset County Employees’ Retirement Fund for the Fourth Quarter of 2008, a copy of which is attached hereto.
