TUESDAY: A Special Meeting of the Somerset County
Board of Commissioners was held at 6:10 p.m. in the Commissioners’ Board Room.
PRESENT: James C. Marker, John P. Vatavuk, and Pamela
A. Tokar-Ickes, Commissioners; Bruce Siwy, Daily American; Carolyn M.
Zambanini, Chief Clerk; and Sonya Augustine, Assistant Chief Clerk.
A Special Meeting of the
Board of County Commissioners was duly advertised to set the salaries for the Elected
Officials of Somerset County for the next terms of office.
Resolution –
Elected Officials’ Salaries
Motion by James C. Marker,
seconded by John P. Vatavuk to adopt Resolution No. 1 of 2009 setting the
salary increases for the Elected Officials of Somerset County as follows:
IN THE MATTER OF ESTABLISHING THE SALARY
INCREASES OF ELECTED
OFFICIALS OF
WHEREAS, the Commissioners of Somerset County have been
given the authority to set the salary increases for the Prothonotary,
Treasurer, Coroner, and Jury Commissioners of Somerset County for the years
2010, 2011, 2012, and 2013 and for all other elected officials of Somerset
County for the years 2012, 2013, 2014, and 2015; and
NOW, THEREFORE, BE IT RESOLVED AND
THE
Effective the first Mondays of
January, 2010 and 2011, the salaries of the Prothonotary, Treasurer, Coroner,
and Jury Commissioners of Somerset County shall be increased by the percentage
increase in the Consumer Price Index for All Urban Consumers (Series CUUR0000SA0)
for the most recent 12-month period ending in November plus 1% when applicable
according to the Constitution of the Commonwealth of Pennsylvania; said
increase to be capped at five percent (5%) per annum. In addition, the salaries of the Prothonotary,
Treasurer, Coroner, and Jury Commissioners of Somerset County shall be
increased by the percentage increase in the Consumer Price Index for All Urban
Consumers (Series CUUR0000SA0) for the most recent 12-month period ending in
November plus 1% on each of the first Mondays of January in 2012 and 2013 when
applicable according to the Constitution of the Commonwealth of Pennsylvania;
said increase to be a minimum of one percent (1%) and a maximum of five percent
(5%) per annum.
Effective the first Mondays of
January, 2012, 2013, 2014, and 2015, the salaries of all other elected
officials of Somerset County shall be increased by the percentage increase in
the Consumer Price Index for All Urban Consumers (Series CUUR0000SA0) for the
most recent 12-month period ending in November plus 1% when applicable
according to the Constitution of the Commonwealth of Pennsylvania; said
increase to be a minimum of one percent (1%) and a maximum of five percent (5%)
per annum.

Motion
by James C. Marker, seconded by John P. Vatavuk to adopt Resolution No. 2 of
2009 setting the compensation for the Tax Collectors of Somerset County as
follows:
WHEREAS,
the Commissioners of Somerset County desire to ensure that the compensation
paid to tax collectors is fair and equitable and reflects the work performed
and the responsibilities assumed to the greatest degree possible; and
WHEREAS, after due consideration, the Commissioners of
Somerset County have arrived at a compensation system for the tax collectors in
each municipality of Somerset County; and
WHEREAS, the Commissioners of Somerset County now desire
to set the compensation for all elected tax collectors in each municipality of
Somerset County.
NOW, THEREFORE, BE IT RESOLVED AND IT IS HEREBY RESOLVED,
pursuant to 72 P.S. 5511.36a, that the compensation for the office of elected
tax collector for all municipalities of Somerset County, Pennsylvania, for the
collection of all county taxes, is set for January 1, 2010, and thereafter, as
follows:
As compensation for collection of
county real estate taxes, the elected tax collector shall be paid a fee equal
to TWO DOLLARS AND SIXTY CENTS ($2.60) plus the percentage increase in the
Consumer Price Index for All Urban Consumers (Series CUUR0000SA0) for the most
recent 12-month period ending in November plus 1% for each County real property
tax account collected in the municipality of that tax collector for the years
2010 and 2011; said increase to be capped at five percent (5%) per annum. The fee per parcel shall be increased by the
percentage increase in the Consumer Price Index for All Urban Consumers (Series
CUUR0000SA0) for the most recent 12-month period ending in November plus 1% for
each of the years 2012 and 2013; said increase to be a minimum of one percent
(1%) and a maximum five percent (5%) per annum. In no event, however, shall the
compensation of the tax collector exceed five percent (5%) of the amount of
real estate taxes collected by the tax collector in any given year.
AND BE IT FURTHER RESOLVED that the
County Treasurer shall complete all steps and procedures necessary to implement
this compensation system effective January 1, 2010, and thereafter.
RESOLVED AND ENACTED by a unanimous
Roll Call vote of the County Commissioners at the Special Meeting, duly
advertised, on February 3, 2009, as evidenced by the signatures of the
undersigned Commissioners and attestation of the Chief Clerk.
