TUESDAY:  A Regular Meeting of the Somerset County Board of Commissioners was held at 10:36 a.m. in the Commissioners’ Board Room.

 

 

PRESENT:  Pamela A. Tokar-Ickes, John P. Vatavuk, and James C. Marker, Commissioners; Kerri Burtner, Comprehensive Plan Coordinator; Mike Faher, Tribune-Democrat; Vicki Rock, Daily American; Sam Clapper, Somerset County Hospital Authority; Vince Pavic, Human Resources Director; Carolyn Zambanini, Chief Clerk; and Sonya Augustine, Assistant Chief Clerk.

 

 

 

Approve Minutes

 

Motion by James C. Marker, seconded by John P. Vatavuk to approve the minutes of the regular meeting held on February 3, 2009, as well as the minutes of the special meeting held on February 3, 2009.

 

The vote was unanimous.  Motion carried.

 

 

 

Approve Payment of Bills

 

Motion by James C. Marker, seconded by John P. Vatavuk to approve the payment of bills in the amount of $675,053.11.

 

The vote was unanimous.  Motion carried.

 

 

 

Travel Requests

 

Motion by James C. Marker, seconded by John P. Vatavuk to approve the following travel requests:

 

requests for Richard Wagner of the Domestic Relations Department to attend the DRS Spring Director’s Conference on May 18-20, 2009 in State College, Pennsylvania; and for Richard Wagner of the Domestic Relations Department to attend the DRS Fall Director’s Conference on October 29-30, 2009 in State College, Pennsylvania;

 

request for Karen Ritchey of Area Agency on Aging to attend the 2009 Protective Services Conference on March 30, 2009 in Harrisburg, Pennsylvania; and

 

request for Richard Lohr of the Emergency Management Agency to attend the Fire Department Instructor’s Conference on April 23-25, 2009 in Indianapolis, Indiana.

 

The vote was unanimous.  Motion carried.

 

 

 

Somerset County Hospital Authority

 

Samuel Clapper, Solicitor for the Somerset County Hospital Authority, reported that a TEFRA Hearing was held at 10:00 a.m. today regarding the refunding of the Nanty Glo Borough Municipal Authority’s Hospital Revenue Note, Series of 2008, and payment of transaction costs, including the cost of issuing the 2009 Note for a Somerset Community Hospital Project.  

 

 

Motion by James C. Marker, seconded by John P. Vatavuk to adopt Resolution No. 3 of 2009 relative to Section 147(f) of the Internal Revenue Code of 1986, as amended, approving issuance by the Somerset County Hospital Authority Revenue Note Series of 2009 in the aggregate principal amount of $3,600,000 for a Somerset Community Hospital Project, which resolution is set forth at length in the Resolution Book.

 

The vote was unanimous.  Motion carried.

Tax Claim Bureau

 

A Sheriff’s Sale was held on property owned by Wayne J. Beeghly, Reference No. 11970.  The Tax Collector did not submit the current year taxes to the Sheriff’s Department and therefore the taxes were not included in the Sheriff’s Sale price.  Middlecreek Township and Rockwood School District have already taken action to exonerate the taxes in connection with this property. 

 

 

Motion by James C. Marker, seconded by John P. Vatavuk to approve the exoneration of the 2008 County Real Estate Taxes for property owned by WAYNE BEEGHLY, Reference No. 11970, purchased at Sheriff’s Sale in the amount of $299.23 plus costs. 

 

The vote was unanimous.  Motion carried.

 

 

Daniel W. Rullo, Solicitor, stated that to avoid this situation from occurring again the Treasurer will notify the Sheriff’s Department of current year taxes so that those taxes are included in Sheriff Sale price; taxes can be refunded if they have already been paid.

TUESDAY:  A Somerset County Employees’ Retirement Board Meeting was held at 10:46 a.m. in the Commissioners’ Board Room.

 

 

PRESENT:  Pamela A. Tokar-Ickes, John P. Vatavuk, and James C. Marker, Commissioners; Kerri Burtner, Comprehensive Plan Coordinator; Mike Faher, Tribune-Democrat; Vicki Rock, Daily American; Sam Clapper, Somerset County Hospital Authority; Vince Pavic, Human Resources Director; Carolyn Zambanini, Chief Clerk; and Sonya Augustine, Assistant Chief Clerk.

 

 

 

Richard Shinholt was employed as a Full-time Planner for the Emergency Management Agency until  January 1, 2009 when the position was changed to Part-time Planner due to reduced grant funding for the position.  Mr. Shinholt then transferred to the position of Part-time Correctional Officer at the Somerset County Jail.

 

 

Motion by James C. Marker, seconded by John P. Vatavuk to approve the Request for Vesting submitted by RICHARD SHINHOLT of Somerset, Pennsylvania, whose last day of work as Part-Time Planner for the Emergency Management Agency was January 9, 2009.

 

The vote was unanimous.  Motion carried.
