Southern Alleghenies Planning & Development Commission

 

Fred Querry of the Southern Alleghenies Planning & Development Commission (SAP&DC) announced that nine municipalities in Bedford, Huntingdon, and Somerset Counties will receive grant funds totaling $75,000 through the PennStep Program.  The program is managed through SAP&DC and funded through the State Enterprise Development Program for municipalities to ensure residents have access to safe drinking water, adequate sewer facilities, for storm water protection, and to promote economic development.  Fred Querry thanked the region’s state legislators, the County Commissioners, and the Planning Commission for their assistance to the municipalities in submitting applications.  Six municipalities in Somerset County were presented checks as follows:

 

                Windber Borough - $10,000 to purchase a surge box to be installed at 13th Street.

 

Shade–Central City Joint Authority - $10,000 to purchase new pumps for the rehabilitation of Rockingham Pump Station Number 3.

 

Jenner Township Water Authority - $4,406 to purchase new water meters.

 

Jenner Area Joint Sewer Authority - $9,074 to purchase equipment and supplies to complete repairs to the chlorine contact tank at the waste water treatment plant.

 

Gray Area Water Authority - $8,763 to purchase filter media for the water plant and new meter pits along the water supply line.

 

Rockwood Borough - $10,000 to purchase sewer line to replace 110 linear feet of fractured sanitary sewer line in the Leora Avenue section of the borough.

 

 

 

Sheriff’s Department

Proclamation – Child Abuse Prevention Month

 

Motion by James C. Marker, seconded by John P. Vatavuk to adopt Proclamation No. 9 of 2008 proclaiming the month of April 2008 as Child Abuse Prevention Month in Somerset County as follows:

WHEREAS, in the 2006 Annual Child Abuse Report, 23,181 reports of suspected child abuse and student abuse were received statewide, an increase of 327 reports from 2005.  In 2006, 4,152 reports of suspected child and student abuse were substantiated, 238 fewer than in 2005.  The percentage of total reports of child abuse that were substantiated in 2006 was 18%, one percent less than in 2005.  Sexual abuse was involved in 59% of all substantiated reports, down 1% from 2005.  Of Pennsylvania’s 67 Counties, 38 received more reports in 2006 that in 2005.  Of the 4,152 substantiated reports of abuse, 3980 children (unduplicated count) were listed as abuse victims (some children were involved in more than one incident of abuse).

                WHEREAS, in Somerset County in 2007, 889 referrals were received; this resulted in 771 investigations.  132 cases were Child Protective Services (child abuse), and 757 were general protective service cases.  Of the 132 cases, 33 were substantiated.  Overall, the agency experienced no change in the substantiation rate compared to 2006.

Whereas, the 889 referrals received in Somerset County in 2007 included 1755 children.  The total numbers of child abuse investigations were 132.  Of that number, there were 60 sexual abuse cases, 70 physical abuse cases, and 2 emotional abuse cases.  33 cases were substantiated leaving 99 cases unsubstantiated.  There were a total of 99 cases/families accepted for services as a result of assessments/investigations.

Whereas, in Somerset County, there are numerous committed parents, relatives, community volunteers, public policy makers, and professionals who are collaborating in their efforts to eliminate child abuse and neglect in our County, and thus give our children hope and a sense of security; and

Now, therefore, We, the Somerset County Board of Commissioners, do hereby proclaim the month of April 2008, Child Abuse Prevention month.

Somerset County Jail

 

Motion by James C. Marker, seconded by John P. Vatavuk to accept the resignation of NATHAN RICHARDS of Somerset, Pennsylvania from his position as Full-Time Correctional Officer at the Somerset County Jail, effective March 10, 2008.

Planning Commission

 

John Peters, Recycling Coordinator explained that the County is approaching the expiration of its Municipal Solid Waste Management Plan.  In accordance with the provisions of Act 101, Section 501(c), the County is required to submit a revised Plan to the Pennsylvania Department of Environmental Protection every 10 years.  Mr. Peters also presented an Agreement for approval with Nestor Resources, Inc., to provide professional services in connection with the update to the Plan.

 

 

Motion by James C. Marker, seconded by John P. Vatavuk to approve submission of the application for a PADEP Act 101, Section 901 Planning Grant to the PENNSYLVANIA DEPARTMENT OF ENVIRONMENTAL PROTECTION in the total amount of 99,852; 80% ($79,881) grant funds and 20% in-kind service match by the County.

Vatavuk to approve the Contract for Professional Services between the County and NESTOR RESOURCES, INC. of Valencia, Pennsylvania to provide professional services in connection with the update/revisions to the County’s Municipal Solid Waste Management Plan in an amount not to exceed $80,000.

Cancel Meeting – April 1, 2008 – CCAP Spring Conference

Somerset Conservation District

 

Motion by James C. Marker, seconded by John P. Vatavuk to approve the Lease Agreement between the County of Somerset and the DAY AUTOMOTIVE GROUP of Monroeville, Pennsylvania 15148, for the lease of a 2008 Ford F150 truck for use by the Somerset Conservation District for the West Nile Virus Program in the amount of $592.21 per month, subject to approval by Solicitor Daniel W. Rullo; said lease costs and insurance premiums to be reimbursed to the County from the Conservation District from West Nile Virus grant funds.

Somerset County General Authority

 

Motion by James C. Marker, seconded by John P. Vatavuk to approve a Lease Agreement between the County of Somerset and the SOMERSET COUNTY GENERAL AUTHORITY for the Wheeler Brothers Hangar located at the Somerset County Airport in the amount of $1.00 per year for the storage of the HAZMAT/Region 13 Equipment.

Marker to approve the Request for Refund of Accumulated Deductions and Authorization for Distribution submitted by ROSEANNE WILLIAMS of Somerset, Pennsylvania, whose last day of work as an Aging Care Manager II for the Area Agency on Aging was October 28, 2005.

Motion by Donna Schmitt, seconded by James C. Marker to approve the Request for Refund of Accumulated Deductions When Individual is Entitled to Vest and Authorization for Distribution submitted by KIMBERLY TALAROVICH of Somerset, Pennsylvania, whose last day of work as a Secretary to Judge Gibson for the Courts was October 19, 2003.

 

The vote was unanimous.  Motion carried.

 

 

John Ayre and Sam Piccioni of FNB Wealth Management presented the Investment Review for the Somerset County Employees’ Retirement Fund for the year ending December 31, 2007, a copy of which is attached hereto.  John Ayre presented a proposal for changes to the Investment portfolio wherein each portion of the investments would be managed separately.  The Retirement Board will need to review this option and get back to FNB.
