TUESDAY:  A Regular Meeting of the Somerset County Board of Commissioners was held at 10:35 a.m. in the Commissioners’ Board Room.

Approve Minutes

 

Motion by James C. Marker, seconded by John P. Vatavuk to approve the minutes of the regular meeting held on March 17, 2009, as well as the bid opening held on March 20, 2009.

Approve Payment of Bills

 

Motion by John P. Vatavuk, seconded by James C. Marker to approve the payment of bills in the amount of $2,483,364.75.

 

The vote was unanimous.  Motion carried.

 

 

 

Award Bid – Somerset County Airport – Apron Rehabilitation and Misc. Improvements

 

Motion by James C. Marker, seconded by John P. Vatavuk to award the bid in connection with the Apron Rehabilitation and Miscellaneous Improvement Project at the Somerset County Airport to the low bidder AXTELL’S, INC. of Jermyn, Pennsylvania for the base bid and Alternates #1 and #3 in the total amount $99,585.00, upon the recommendation of L. Robert Kimball and Associates (the total differs from the amount read at the bid opening due to a mathematical error by the bidder).

 

The vote was unanimous.  Motion carried.

 

 

Motion by James C. Marker, seconded by John P. Vatavuk to adopt Resolution No. 6A of 2009 designating the County officials authorized to sign agreements with PennDOT, including the grant agreement in the amount of $131,235 for the Apron Rehabilitation and Miscellaneous Improvements Project at the Somerset County Airport the total cost of which is $134,600 ($127,870 – Federal; $3,365 – State; $3,365 – Local), a copy of which Resolution is set forth at length in the Resolution Book.

Great Allegheny Passage

 

Daniel W. Rullo, Solicitor stated that the former Lorraine Kemp has requested a new agreement to be executed by the Board of Commissioners to allow her a right-of-way across the Allegheny Highlands Trail in Confluence, Pennsylvania to her property.  The original agreement executed in August 1995 can not be located and therefore a new agreement is needed to comply with the earlier obligations.  A new survey has been completed for the reinstatement of the easement and Ms. Kemp has changed her name to Lorraine Knepper.

 

 

Motion by James C. Marker, seconded by John P. Vatavuk to approve the Easement/Right-of-Way Agreement dated April 14, 2009, between the County of Somerset and LORRAINE KNEPPER of Somerset, Pennsylvania, for a right-of-way across the Allegheny Highlands Trail in Confluence, Pennsylvania to allow her access to her property.

Planning Commission

 

Motion by James C. Marker, seconded by John P. Vatavuk to approve the Agreement between the County of Somerset and the SOUTHWESTERN PENNSYLVANIA SIGNING TRUST of 128 Walnut Street, Harrisburg, PA  17101, in connection with the Pennsylvania Department of Transportation’s  established Wayfinding Signs Program to fabricate and install twenty-nine Covered Bridge Signs in the amount of $31,050.00 with an annual maintenance fee of $3,915.00.

Liquid Fuels

 

Motion by James C. Marker, seconded by John P. Vatavuk to ratify the Application to Encumber Liquid Fuels Tax Funds submitted to the Pennsylvania Department of Transportation for an encumbrance of Liquid Fuels tax funds for demolition/clearing and engineering costs for the Beachy Street Bridge, which carries Depot Street (T-805) over the Casselman River in Elk Lick Township in the amount of $9,500.00.

Proclamation – National Volunteer Week

 

Debbie Baker of the Area Agency on Aging’s Retired and Senior Volunteer Program (RSVP) spoke regarding National Volunteer Week which is April 19-25, 2009 and the RSVP Volunteer Program in Somerset County.  She stated that she is happy to be a part of the program and it has been very rewarding to watch it grow since it began in October 1985. The program averages about 75,000 volunteer hours per year and in December, 2008, the program reached 1.5 million volunteer hours. 

 

 

Motion by James C. Marker, seconded by John P. Vatavuk to adopt Proclamation No. 7 of 2009 proclaiming the weekend of April 19 – 25, 2009 as National Volunteer Week as follows:

 

WHEREAS, through countless acts of kindness, volunteers across America are changing our Nation for the better; and

 

WHEREAS, the Retired and Senior Volunteer Program (RSVP) of Somerset County is an outstanding and accessible conduit for citizens 55 years and beyond to apply their energy and share their time and knowledge where it will best help others in our community; and

 

WHEREAS the Somerset County RSVP is ready to welcome new Volunteers.  The program has been in operation for over 23 years, and now holds membership of 600 Volunteers serving 70 nonprofit agencies; and

 

WHEREAS, the strength of America comes from its compassionate and loving citizens who volunteer their time to aid those in need and make our Nation great.  National Volunteer Week is an opportunity to show our appreciation for those volunteers committed to building a culture of service, citizenship, and responsibility.

 

NOW,THEREFORE, BE IT RESOLVED that we, the Somerset County Board of Commissioners, do hereby proclaim the week of April 19-25, 2009 as National Volunteer Week and recognize and celebrate the important work of volunteers in our community and encourage Senior Citizens of our community to become RSVP Volunteers.

Vatavuk to approve the Agreement between Area Agency on Aging and WASTE MANAGEMENT OF PENNSYLVANIA of 843 Miller Picking Road, Davidsville, Pennsylvania  15928, for waste removal at the Area Agency on Aging at 1338 South Edgewood Avenue, Somerset, Pennsylvania, in the amount of $809.91 per month, for the period of March 1, 2009 to March 1, 2010.

Somerset Conservation District

 

Motion by James C. Marker, seconded by John P. Vatavuk to approve the Agreement between the County of Somerset on behalf of the Somerset County Vector Control Program and CAMBRIA COUNTY on behalf of the Cambria County Vector Control Program for interaction between the two programs to share equipment in connection with the West Nile Virus Spraying Program.

Windber District Judge’s Office

 

Motion by James C. Marker, seconded by John P. Vatavuk to approve the Agreement between the County of Somerset and WILMORE COAL COMPANY of 509 15th Street, Windber, PA  15963 for the Windber District Judge’s Office in the amount of $800.00 per month for the first and second years and a 3% increase annually for the balance of the term as well as additional rent for improvements to the property for a six-year term beginning July 1, 2009.

Motion by James C. Marker, seconded by John P. Vatavuk to increase the salary of LINDA DEETER of Fairhope, Pennsylvania, from $14,430.00 to $15,620.00, as a result of her promotion from Clerk Typist 2 to Clerk Typist 3 for the Area Agency on Aging, effective April 15, 2009.
