TUESDAY:  A Regular Meeting of the Somerset County Board of Commissioners was held at 10:41 a.m. in the Commissioners’ Board Room.

Approve Minutes

 

Motion by James C. Marker, seconded by John P. Vatavuk to approve the minutes of the regular meeting held on April 14, 2009.

Approve Payment of Bills

 

Motion by James C. Marker, seconded by John P. Vatavuk to approve the payment of bills in the amount of $1,260,617.27.

Travel Requests

 

Motion by James C. Marker, seconded by John P. Vatavuk to approve the following travel requests:

 

requests for Richard Lohr, David Fox, and Dawn Brudzinski of the Emergency Management Agency/911 to attend the PEMA Quarterly Training on May 13-14, 2009 in Coraopolis, Pennsylvania; and for David Fox, David Johnson, Joe Labik, and Ben Brinton of Somerset County 911 to attend the InterAct User Group on May 6-7, 2009 in State College, Pennsylvania;

 

request for Debbie Baker of the Area Agency on to attend the Senior Corps of PA Directors Association meeting on May 28 – 29, 2009 in State College, Pennsylvania; and

 

request for John A. Mankey and Thomas M. Kormanik of the Sheriff’s Department to attend the PA Sheriff’s Association Conference on July 15-18, 2009 in Butler County, Pennsylvania.

Somerset District Judge’s Office

 

Motion by James C. Marker, seconded by John P. Vatavuk to accept the resignation of KRISTY STEPHENS of Friedens, Pennsylvania, from her position as Clerk in the Somerset District Judge’s Office, effective May 8, 2009.

 

The vote was unanimous.  Motion carried.

 

 

 

Children & Youth Services

 

Motion by James C. Marker, seconded by John P. Vatavuk to approve the request of Charles Crimone, Administrator for Children and Youth Services, to promote TRISTA BARRON of Somerset, Pennsylvania, from Substitute Caseworker I to Permanent Caseworker I at the same salary of $21,404.00, effective April 20, 2009.


The vote was unanimous.  Motion carried.

 

 

Motion by James C. Marker, seconded by John P. Vatavuk to approve the unpaid leave of absence for Employee #2116 of Children and Youth Services for April 8 and 9, 2009.

Motion by James C. Marker, seconded by John P. Vatavuk to approve the Child Accounting and Profile System (CAPS) Application Service Provider (ASP) Agreement between the County of Somerset, Children & Youth Services, and AVANCO INTERNATIONAL, INC., of 1751 Pinnacle Drive, Suite 425, McLean, Virginia 22102, for the period of July 1, 2009 to June 30, 2010 in the amount of $24,300.00.

Great Allegheny Passage

 

Motion by James C. Marker, seconded by John P. Vatavuk to renew the Agreement between the County of Somerset and LARRY ADAMS of 209 Oak Post Road, Meyersdale, Pennsylvania 15552, to provide mowing and general maintenance to the County on the Allegheny Highlands Trail using equipment provided by the County at an hourly rate of $15.00, not to exceed 400 hours with the extent of services to be concluded by November 15, 2009.

 

The vote was unanimous.  Motion carried.

 

 

Motion by James C. Marker, seconded by John P. Vatavuk to renew the Cooperative Agreement between the County of Somerset and the PENNSYLVANIA GAME COMMISSION in connection with the Public Access Program for the Allegheny Highlands Trail for a five-year period to provide a variety of signs, law enforcement, and habitat information; there is no expense for enrollment in the program.

 

The vote was unanimous.  Motion carried.

 

 

Motion by James C. Marker, seconded by John P. Vatavuk to ratify the submission of a grant application to the Pennsylvania Department of Conservation and Natural Resources (DCNR) for the Rehabilitation of the Rockwood Trailhead along the Allegheny Highlands Trail in the amount of $280,777.00; this grant will work in partnership with the SMART grant previously submitted to DCNR in the amount of $1.25 million for the Rockwood Trailhead Improvement Project.

Information Technology

Motion by James C. Marker, seconded by John P. Vatavuk to approve the request of Adele Bauer, Deputy Warden, to hire AMANDA KONIECZNY of Berlin, Pennsylvania as a Part-Time Correctional Officer at the Somerset County Jail at an hourly rate of $11.60, effective April 27, 2009.

 

The vote was unanimous.  Motion carried.

 

 

Motion by James C. Marker, seconded by John P. Vatavuk to accept the resignation of ROBERT LYTLE of Markleton, Pennsylvania from his position as a Full-Time Correctional Officer at the Somerset County Jail, effective April 16, 2009.

Assessment Office

 

Motion by James C. Marker, seconded by John P. Vatavuk to approve the renewal contract for the AS/400 Mass Appraisal System support services between the County of Somerset and TYLER TECHNOLOGIES, INC., of 3199 Klepinger Road, Dayton, Ohio  45406, for the period of July 1, 2009 to June 30, 2010, in the amount of $10,500.00.

Area Agency on Aging

 

John Shaw from the National Council on Aging (NCOA) spoke regarding the Senior Citizens Employment Program and announced that May is Older Americans Month.  He explained that he is the Program Director for NCOA which is contracted through the Department of Labor to manage the Senior Citizens Employment Program.  The Program includes training and assistance to move older workers into the work force.  He also presented literature regarding an online Benefits Check Up, a comprehensive screening to help assist older Americans to identify benefits and discounts for which they are eligible.  Mr. Shaw manages a nine county area and Don Cattrol and Dora Hager are the local program representatives.  He will be visiting the local Area Agency on Aging and passing along this information there.   

 

 

 

District Attorney’s Office

 

Motion by James C. Marker, seconded by John P. Vatavuk to approve the request of Jerry Spangler, District Attorney, to appoint MICHAEL MUCCIOLA of Windber, Pennsylvania as an unpaid Summer Intern in the District Attorney’s Office.

 

The vote was unanimous.  Motion carried.

TUESDAY:  A Somerset County Election Board Meeting was held at 11:00 a.m. in the Commissioners’ Board Room.

 

 

PRESENT:  Pamela A. Tokar-Ickes, John P. Vatavuk, and James C. Marker, Commissioners; Donna Schmitt, Treasurer; Gene Natalie, C.S. Mckee; Kerri Burtner, Comprehensive Plan Coordinator; Randy Welker, Fiscal Analyst; Carolyn Zambanini, Chief Clerk; and Sonya Augustine, Assistant Chief Clerk.

 

 

 

Daniel W. Rullo, Solicitor, stated that the Addison Township Supervisors made a request for a change in the polling place for Addison Township from the Addison Fire Department located at 7214 Petersburg Pike, Addison, Pennsylvania; to the Addison Township Office Building located at Lower White’s Creek Road, Listonburg, Pennsylvania.  A notice was printed in the newspaper and also posted at the polling place.  Attorney Rullo explained that objections have been received regarding the change and the Supervisors have withdrawn their request.  Therefore, no action is needed by the Election Board.

TUESDAY:  A Somerset County Employees’ Retirement Board Meeting was held at 11:03 a.m. in the Commissioners’ Board Room.

Marker, Commissioners; Donna Schmitt, Treasurer; Kerri Burtner, Comprehensive Plan Coordinator;  Randy Welker, Fiscal Analyst; Vince Pavic, Human Resources Director; Carolyn Zambanini, Chief Clerk; and Sonya Augustine, Assistant Chief Clerk.

 

 

 

Eugene Natali of C.S. McKee Investment Managers presented the report on the Somerset County Employees’ Retirement Fund for the First Quarter of 2009, a copy of which is attached hereto.

 

 

Motion by Donna Schmitt, seconded by James C. Marker to approve the Request for Refund of Accumulated Deductions and Authorization for Distribution submitted by ROBERT LYTLE of Markleton, Pennsylvania, whose last day of work as a Correctional Officer for the Somerset County Jail was April 15, 2009.

 

The vote was unanimous.  Motion carried.

 

 

Motion by Donna Schmitt, seconded by James C. Marker to approve the Request for Refund of Accumulated Deductions and Authorization for Distribution submitted by COURTNEY ALEXANDER of Somerset, Pennsylvania, whose last day of work as a Deputy Sheriff for the Sheriff’s Department was November 14, 2008.

 

The vote was unanimous.  Motion carried.
