Motion by Pamela A. Tokar-Ickes, seconded by Brad Cober to approve the minutes of the meeting of April 18, 2006.

Area Agency on Aging

 

Motion by Pamela A. Tokar-Ickes, seconded by Brad Cober to approve the Cooperative Grant Agreement between the Area Agency on Aging and the DEPARTMENT OF AGING to provide federal and state funding to the Area Agency on Aging for the provision of PDA services for the Farmers Market Voucher Program in the amount of $7,500.00 for the period of July 1, 2006 to June 30, 2011.

 

The vote was unanimous.  Motion carried.

 

 

Motion by Brad Cober, seconded by Pamela A. Tokar-Ickes to accept the resignation of LORI COSTEA of Somerset, Pennsylvania, from her position as Part-Time Food Service Worker for Area Agency on Aging, effective April 28, 2006.

 

The vote was unanimous.  Motion carried.

 

 

Motion by Brad Cober, seconded by Pamela A. Tokar-Ickes to accept the resignation of THOMAS CARMEAN of Friedens, Pennsylvania, from his position as Part-Time Meal Deliverer for Area Agency on Aging, effective April 27, 2006.

 

The vote was unanimous.  Motion carried.

 

 

Motion by Brad Cober, seconded by Pamela A. Tokar-Ickes to accept the resignation of CHARLES ELWOOD UPHOLD of Meyersdale, Pennsylvania, from this position as Title V Enrollee for Area Agency on Aging, effective May 1, 2006.

 

The vote was unanimous.  Motion carried.

 

 

 

Somerset County Jail

 

Motion by Brad Cober, seconded by Pamela A. Tokar-Ickes to approve the request of Timothy Mapes, Warden to hire TOM PERRIN of Berlin, Pennsylvania, as Deputy Warden at the Somerset County Jail, effective May 2, 2006, at an annual salary of $34,000, subject to creation of the position by Salary Board.

 

The vote was unanimous.  Motion carried.

 

 

Motion by Pamela A. Tokar-Ickes, seconded by Brad Cober to approve the request to promote CAROLYN SANNER of Rockwood, Pennsylvania, from Part-Time Correctional Officer to Regular Part-Time Correctional Officer at the Somerset County Jail, effective May 2, 2006, at an hourly rate of $10.55.

 

The vote was unanimous.  Motion carried.

 

 

 

Planning Commission

 

Motion by Brad Cober, seconded by Pamela A. Tokar-Ickes to amend the Agreement for Consulting Services between the County of Somerset and JANE MILLER PUBLIC RELATIONS of Somerset, Pennsylvania 15501 for the promotion of the Somerset County Comprehensive Plan through a variety of mediums and any other projects assigned, increasing the rate from $25.00 to $35.00 per hour plus reimbursement for mileage.

                       

The vote was unanimous.  Motion carried.

 

 

 

Proclamation – Emergency Medical Services Week

 

Motion by Pamela A. Tokar-Ickes, seconded by Brad Cober to adopt Resolution No. 4 of 2006 proclaiming May 14-21, 2006, as Emergency Medical Services Week in Somerset County as follows:

 

WHEREAS, emergency medical services is a vital public service; and

 

                WHEREAS, the members of emergency medical services teams are ready to provide lifesaving care to those in need 24 hours a day, seven days a week; and

 

                WHEREAS, access to quality emergency care dramatically improves the survival and recovery rate of those who experience sudden illness or injury; and

 

                WHEREAS, emergency medical services system consist of physicians, emergency nurses, emergency medical technicians, paramedics, firefighters, educators, administrators, and others; and

 

                WHEREAS, the members of emergency medical services teams, whether career or volunteer, engage in thousands of hours of specialized training and continuing education to enhance their lifesaving skills; and

 

                WHEREAS, it is appropriate to recognize the value and the accomplishments of emergency medical services providers by designating Emergency Medical Services Week; and

NOW, THEREFORE, We, the Somerset County Board of Commissioners in recognition of this event do hereby proclaim the week of May 14-21, 2006 as EMERGENCY MEDICAL SERVICES WEEK in Somerset County and encourage the community to observe this week with appropriate programs, ceremonies, and activities.

Motion by Pamela A. Tokar-Ickes, seconded by Brad Cober to accept the resignation of CHARLES UNSELD of Somerset, Pennsylvania, from his position as Court Officer, effective June 30, 2006 as he is retiring.

 

The vote was unanimous.  Motion carried.

 

 

Motion by Pamela A. Tokar-Ickes, seconded by Brad Cober to acknowledge the appointment by Judge Cascio of CHARLES UNSELD of Somerset, Pennsylvania, as a Part-Time Court Officer, at an hourly rate of $9.14, effective July 1, 2006.

 

The vote was unanimous.  Motion carried.

 

 

 

Proclamation – Police Week in Somerset County

 

Commissioner Marker asked the police officers in attendance to state their name and police department for the record.  They were as follows: Randy Cox, Anthony Novak, Ruth Beckner and James Hahn, Somerset Borough; Howard Jackson, Conemaugh Township; Wilbert Bailey, Paint Township; Rick Skiles, Windber Borough; Rodger Hutzell, Berlin Borough; Karen Hugya, Paint Borough, and Denise Miller and Shawn Hillegas, Indian Lake Borough.  The proclamation was read into record by James Hahn.

 

 

Motion by Pamela A. Tokar-Ickes, seconded by Brad Cober to adopt Resolution No. 5 of 2006 proclaiming May 14-22, 2006, as Police Week in Somerset County as follows:

Whereas, Congress and the President of the United States have designated the week in which Peace Officers’ Memorial Day (May 15th) falls as National Police Week; and 

Whereas, the members of the law enforcement agencies of Somerset County play an essential role in safeguarding the rights and freedoms of Somerset County; and

Whereas, it is important that all citizens know and understand the duties, responsibilities, hazards, and sacrifices of their law enforcement agency, and that members of our law enforcement agencies recognize their duty to serve the people by safeguarding life and property, by protecting them against violence and disorder, and by protecting the innocent against deception and the weak against oppression; and

Whereas, the men and women of the law enforcement agencies of Somerset County unceasingly provide a vital public service; and

Now, therefore, We, the Somerset County Board of Commissioners, do hereby call upon all citizens of Somerset County and upon all patriotic, civic and educational organizations to observe the week of May 14 – 22, 2006 as Police Week in Somerset County and to join in commemorating law enforcement officers, past and present, who by their faithful and loyal devotion to their responsibilities, have rendered a dedicated service to their communities and, in so doing, have established for themselves an enviable and enduring reputation for preserving the rights and security of all citizens; and

Adopted this 2nd day of May 2006.

Somerset County Transportation System

 

Motion by Brad Cober, seconded by Pamela A. Tokar-Ickes to approve the request of Mary Kramer of the Somerset County Transportation System, to submit a Revenue Replacement Grant Application to the Pennsylvania Department of Transportation for the Shared Ride Program for Fiscal Year 2006-2007 in the amount of $297,019.00.

 

The vote was unanimous.  Motion carried.

 

 

Motion by Brad Cober, seconded by Pamela A. Tokar-Ickes to approve the request of Mary Kramer of the Somerset County Transportation System, for permission to advertise for sealed bids for one (1) 2007 Accessible Raised Roof Van to be used by the SOMERSET COUNTY TRANSPORTATION SYSTEM; bid opening will be June 12, 2006.

Maintenance Department

 

Motion by Pamela A. Tokar-Ickes, seconded by Brad Cober to approve the request of GERLENE RUSSIAN of Stoystown, Pennsylvania, for an unpaid leave of absence from her position as Custodial Worker for the Maintenance Department, effective May 19, 2006.

Children & Youth Services

 

Motion by Brad Cober, seconded by Pamela A. Tokar-Ickes to approve the Purchase of Service Agreements between Children and Youth Services and WESTERN PA CHILD CARE of 12 Dakota Drive, Emlenton, Pennsylvania  16373, for the period of July 1, 2005 to June 30, 2006.

Domestic Relations

TUESDAY:  A Somerset County Election Board Meeting was held at 10:48 a.m. in the Commissioners’ Board Room.

 

 

PRESENT:  James C. Marker, Brad Cober, and Pamela A. Tokar-Ickes, Commissioners; Tina Pritts, Voter Registration and Elections; Norm Allan and Eugene Natali, Jr., C.S. McKee Investment Managers; Kirk Swauger, Tribune-Democrat; Judy Ellich, Daily American; Vince Pavic, Human Resources Director; Daniel W. Rullo, Solicitor; Carolyn M. Zambanini, Chief Clerk; and Sonya Augustine, Assistant Chief Clerk.

 

 

 

Daniel W. Rullo, Solicitor stated that there have been three (3) requests for changes in polling locations as follows:

 

Callimont Borough - Since there are no public buildings in Callimont Borough the polling place is in a residence which does not meet handicapped accessibility guidelines.  It is recommended by Tina Pritts, Director of Voter Registration and Elections, that the polling place be the same as that of Larimer Township.  Callimont Borough and Larimer Township would remain separate precincts sharing the same polling place and the same Election Board.  The Larimer Township Municipal Building is located approximately 2 miles from Callimont Borough.  Callimont Borough has 27 registered voters.

 

Seven Springs Borough has 45 registered voters and does not have an Election Board in place.  It is recommended by Mrs. Pritts that the polling place be the same as that of Middlecreek Township.  Seven Springs Borough and Middlecreek Township would remain separate precincts sharing the same polling place and the same Election Board.  The Middlecreek Township Municipal Building is located approximately 5 miles from Seven Springs Borough.

 

Benson Borough – It is recommended by Mrs. Pritts that since the renovations to the Municipal Building are not complete, the polling place for Benson Borough should be moved from Municipal Building to the Firehall.

 

 

Motion by Brad Cober, seconded by Pamela A. Tokar-Ickes to move the polling place for CALLIMONT BOROUGH to the Larimer Township Municipal Building, subject to proper posting in accordance with the Election Code and notification to the registered voters.

 

The vote was unanimous.  Motion carried.

 

 

Motion by Brad Cober, seconded by Pamela A. Tokar-Ickes to move the polling place for SEVEN SPRINGS BOROUGH to the Middlecreek Township Municipal Building, subject to proper posting in accordance with the Election Code and notification to the registered voters.

 

The vote was unanimous.  Motion carried.

 

 

Motion by Brad Cober, seconded by Pamela A. Tokar-Ickes to move the polling place for BENSON BOROUGH from the Municipal Building to the Firehall, subject to proper posting in accordance with the Election Code.

 

The vote was unanimous.  Motion carried.

 

 

It was noted that an Election Board is needed for Salisbury Borough.  Three individuals are needed who are over 18 years of age and a resident of the municipality.

Tokar-Ickes to approve the request of Vicki Saylor, Chief Probation Officer for a $1,865.00 stipend for MARY SCHELLHAMMER of Somerset, Pennsylvania, Assistant District Attorney, for her work on the Juvenile Drug Court Project, funded through the Juvenile Accountability Block Grant (JABG).

 

The vote was unanimous.  Motion carried.

 

 

Motion by Brad Cober, seconded by Donna Schmitt to create the position of DEPUTY WARDEN at the Somerset County Jail at an annual salary of $34,000.00.

Motion by Donna Schmitt, seconded by Brad Cober to acknowledge the retirement of CHARLES K. UNSELD of Somerset, Pennsylvania, from his position as Court Officer, effective June 30, 2006.

 

The vote was unanimous.  Motion carried.

 

 

Norm Allan of C.S. McKee Investment Managers introduced Eugene Natali, Jr., and spoke regarding his employment history with C.S. McKee.  Mr. Allan stated that Mr. Natali will be the new representative for the Somerset County Employees’ Retirement Fund.  A discussion was held regarding the change in funding representation.

 

 

Norm Allan of C.S. McKee Investment Managers presented the report on the Somerset County Employees’ Retirement Fund for the First Quarter of 2006, a copy of which is attached hereto.
