TUESDAY:  A Regular Meeting of the Somerset County Board of Commissioners was held at 10:40 a.m. in the Commissioners’ Board Room.

Approve Minutes

 

Motion by James C. Marker, seconded by John P. Vatavuk to approve the minutes of the regular meeting held on April 28, 2009.

 

The vote was unanimous.  Motion carried.

 

 

 

Approve Payment of Bills

 

Motion by James C. Marker, seconded by John P. Vatavuk to approve the payment of bills in the amount of $958,439.90.

Travel Requests

 

Motion by James C. Marker, seconded by John P. Vatavuk to approve the following travel requests:

 

request for Erin Gibson of Children and Youth Services to attend the CPCMS Training on May 27-29, 2009 in Mechanicsburg, Pennsylvania; and

 

request for Patricia A. Brant, Lorraine Barron, and Kimberly Hindman of the Recorder of Deeds’ Office to attend the PRODA Conference on June 8-12, 2009 in Scranton, Pennsylvania; and

 

request for Alice Musser and Sandra Miller, Jury Commissioners, to attend the Jury Commissioner’s Convention on July 22-25, 2009 in Chester Springs, Pennsylvania; and

 

request for Sharon Ackerman of the Register of Wills’ Office to attend the Register of Wills’ Annual Conference on July 20-24, 2009 in Harrisburg, Pennsylvania; and

Somerset County Jail

 

Motion by James C. Marker, seconded by John P. Vatavuk to accept the resignation of BRENDA MURRAY of Somerset, Pennsylvania, from her position as Lieutenant for the Somerset County Jail, effective May 8, 2009.

 

The vote was unanimous.  Motion carried.

 

 

 

Tax Collectors

 

Daniel W. Rullo, Solicitor stated that in August of 2008 a taxpayer reported a discrepancy involving the collection of taxes for Fairhope Township.  After further investigation, it was discovered that there had been a commingling of funds by the Tax Collector.  As a result, the matter was referred to the District Attorney and criminal charges are pending.  Travelers Casualty & Surety Company of America has notified the County that they are prepared to release funds in the amount of $4,651.72 per the terms of the bond.  One check will be issued to the County and the funds will be distributed to Berlin Brothersvalley School District and Fairhope Township.

 

 

Motion by James C. Marker, seconded by John P. Vatavuk to authorize execution of the Release and Assignment approving the release of funds in the amount of $4,651.72 by TRAVELERS CASUALTY & SURETY COMPANY of 10 Sentry Parkway, Suite 300, Blue Bell, PA  19422, for Bond No. 057-S-101158916 issued on behalf of Allison Smith, in connection with the collection of taxes for Fairhope Township.

 

The vote was unanimous.  Motion carried.

 

 

 

Redevelopment Authority

 

Motion by John P. Vatavuk, seconded by James C. Marker to adopt Resolution No. 8 of 2009 and approve the submission of a grant application to the PENNSYLVANIA DEPARTMENT OF COMMUNITY AND ECONOMIC DEVLEOPMENT for the HOME Program in the amount of $500,000, for County-wide housing rehabilitation, a copy of which Resolution is set forth at length in the Resolution Book.

 

The vote was unanimous.  Motion carried.        

 

 

 

Somerset District Judge’s Office

 

Motion by James C. Marker, seconded by John P. Vatavuk to ratify the appointment of KIMBERLY STEINMILLER of Somerset, Pennsylvania as a Part-Time Clerk in the Somerset District Judge’s Office for the period of May 4-8, 2009 at an hourly rate of $7.80; and to approve the hiring of KIMBERLY STIENMILLER as a Full-Time Clerk in the District Judge’s Office an annual salary of $14,430.00, effective May 11, 2009.

 

The vote was unanimous.  Motion carried.

 

 

 

Somerset 911

 

Motion by James C. Marker, seconded by John P. Vatavuk to accept the resignation of RUSSELL MILLER of Jerome, Pennsylvania from his position as Full-Time Telecommunicator for the Somerset County 911 Center, effective May 16, 2009; and to transfer Mr. Miller to a Part-time Telecommunicator position at the hourly rate of $8.05.

 

The vote was unanimous.  Motion carried.

 

 

 

Parks & Recreation Board

 

Motion by James C. Marker, seconded by John P. Vatavuk to accept the resignation of LARRY ADAMS of 209 Oak Post Road, Meyersdale, Pennsylvania  15552, as a member of the Somerset County Parks and Recreation Board, effective December 31, 2008.

 

The vote was unanimous.  Motion carried.

 

 

Motion by James C. Marker, seconded by John P. Vatavuk to approve the reappointment of ANTHONY MARICH of PO Box 7, Markleton, Pennsylvania 15501 to the Somerset County Parks and Recreation Board for a three-year term ending December 31, 2011.

 

The vote was unanimous.  Motion carried.

 

 

Motion by James C. Marker, seconded by John P. Vatavuk to approve the correction in expiration date for the term of BARRY ATCHINSON of 447 Water Street, Rockwood, Pennsylvania  15557, to the Somerset County Parks and Recreation Board, from December 31, 2010 to December 31, 2011; he was incorrectly reappointed on December 11, 2007 for a three-year term.

 

The vote was unanimous.  Motion carried.

 

 

Motion by James C. Marker, seconded by John P. Vatavuk to approve the correction in reappointment of RICHARD STIFFEY of 538 Keystone Street, Meyersdale, Pennsylvania  15552, to the Somerset County Parks and Recreation Board for a three-year term ending December 31, 2010; his term previously expired on December 31, 2004 but was inadvertently never reappointed.

 

The vote was unanimous.  Motion carried.

 

 

 

Area Agency on Aging

Motion by James C. Marker, seconded by John P. Vatavuk to approve the Human Resources Agreement with attached Business Associate Letter of Agreement between the County of Somerset and the Area Agency on Aging (AAA) for the Somerset County Human Resources Department (SCHRD) to provide support services to AAA in Human Resource Activity, in an amount not to exceed $19,250.00.

 

The vote was unanimous.  Motion carried.

 

 

 

Children & Youth Services

 

Motion by James C. Marker, seconded by John P. Vatavuk to approve the request of Charles Crimone, Administrator of Children and Youth Services, to appoint LOUELLA MITCHELL of 1414 Jonathan Drive, Somerset, Pennsylvania 15501 to the Citizens Advisory Committee to Somerset County Children, Youth and Families and Probation for a three-year term expiring October 2011.

 

The vote was unanimous.  Motion carried.

 

 

 

Tableland Services, Inc.

 

Jeff Masterson, Executive Director of Tableland Services, Inc. announced that he has identified unexpended Federal Transit Administration (FTA) funds in the amount of $405,915.00 and Pennsylvania Department of Transportation (PennDOT) funds in the amount of $184,929.00.  He explained that a portion of the PennDOT funds will be used to purchase three (3) new vehicles for the Somerset County Transportation System. The remaining funds combined with the FTA Funds would be eligible for use to construct a second floor to the Transportation Maintenance Building.  The second floor addition will be used for needed office space and allow room for a staff training area.  Tableland will work with CME Engineering to put together the design and to act as on-site managers to the project.  The renovation project should be bid out and construction underway before the end of summer.

 

 

Motion by James C. Marker, seconded by John P. Vatavuk to approve the request of Jeff Masterson, Executive Director of Tableland Services, Inc., to utilize funding from the Federal Transit Administration (FTA) and Pennsylvania Department of Transportation (PennDOT) to purchase three (3) vans and renovations to the Transportation Maintenance Facility.

 

The vote was unanimous.  Motion carried.

 

 

 

Somerset County General Authority

 

Motion by James C. Marker, seconded by John P. Vatavuk to approve the recommendation of Chris Meyer, Water Manager, to hire RICK MAUST of 476 Quemahoning Dam Road, Hollsopple, PA  15935 as a Part-Time Plant Operator for the Somerset County General Authority Water System at an hourly rate of $16.50, effective May 12, 2009, subject to creation of the position by Salary Board.

 

The vote was unanimous.  Motion carried.

 

 

Motion by James C. Marker, seconded by John P. Vatavuk to approve the recommendation of Chris Meyer, Water Manager, to hire CALVIN GINDLESBERGER of 460 South Liberty Street, Blairsville, PA  15717 as a Part-Time Plant Operator for the Somerset County General Authority Water System at an hourly rate of $30.00, effective May 12, 2009, subject to creation of the position by Salary Board.

 

The vote was unanimous.  Motion carried.

 

 

Motion by James C. Marker, seconded by John P. Vatavuk to approve the job advertisement for the Somerset County General Authority Water System to hire for a Full-Time Chief Plant Operator, subject to creation of the position by Salary Board.

 

The vote was unanimous.  Motion carried.

 

 

Daniel W. Rullo, Solicitor stated the General Authority will reimburse the County for the salary and benefits for the all employees of the Water System.

Motion by Donna Schmitt, seconded by James C. Marker to approve the correction of the salary for LINDA DEETER of Fairhope, Pennsylvania, from $15,620.00 to $15,930.00, as a result of her promotion from Clerk Typist 2 to Clerk Typist 3 for the Area Agency on Aging, effective April 15, 2009.

 

The vote was unanimous.  Motion carried.

 

 

Motion by Donna Schmitt, seconded by James C. Marker to create the position of CHIEF PLANT OPERATOR for the Somerset County General Authority Water System at an annual salary ranging from $30,000 - $35,000. 

 

The vote was unanimous.  Motion carried.

 

 

Motion by Donna Schmitt, seconded by James C. Marker to create the position of PART-TIME PLANT OPERATOR for the Somerset County General Authority Water System at an hourly rate of $16.50, effective May 12, 2009. 

 

The vote was unanimous.  Motion carried.

 

 

Motion by Donna Schmitt, seconded by James C. Marker to create the position of PART-TIME PLANT OPERATOR for the Somerset County General Authority Water System at an hourly rate of $30.00, effective May 12, 2009.
