TUESDAY:  A Regular Meeting of the Somerset County Board of Commissioners was held at 10:45 a.m. in the Commissioners’ Board Room.

 

 

PRESENT:  Pamela A. Tokar-Ickes, John P. Vatavuk, and James C. Marker, Commissioners; Kirk Swauger, Tribune-Democrat; Judy Ellich, Daily American; Ron Ream; WJAC-TV; Kerri Burtner, Comprehensive Plan Coordinator; Vince Pavic, Human Resources Director; Carolyn Zambanini, Chief Clerk; and Sonya Augustine, Assistant Chief Clerk.

 

 

 

Approve Minutes

 

Motion by James C. Marker, seconded by John P. Vatavuk to approve the minutes of the meeting of May 13, 2008.

 

The vote was unanimous.  Motion carried.

 

 

 

Approve Payment of Bills

 

Motion by James C. Marker, seconded by John P. Vatavuk to approve the payment of bills in the amount of $814,227.29.

 

The vote was unanimous.  Motion carried.

 

 

 

Travel Requests

 

Motion by James C. Marker, seconded by John P. Vatavuk to approve the following travel requests:

 

request for Mike Vizinsky, Robert Landis, Rebecca Boyer, and Veronica Bittner of the Adult Probation Department to attend the Evidence Based Practices Overview/Effective Staff Offender Interaction training on June 25-26, 2008 in Pittsburgh, Pennsylvania;

 

request for John Mankey and Thomas Kormanik of the Sheriff’s Office to attend a Conference on July 23-26, 2008 in Trevose, Pennsylvania;

 

request for Charles Crimone, Sharon Hahn, and Stephanie Weaver of Children and Youth Services to attend the PCYA June 2008 Quarterly Meeting on June 17-20, 2008 in Erie, Pennsylvania;

 

request for Arthur DiLoreto of the Area Agency on Aging to attend the P4A Membership Meeting on June 24, 2008 in State College, Pennsylvania; and

Courts

 

Motion by James C. Marker, seconded by John P. Vatavuk to accept the resignation of HEATH LEFF of Pittsburgh, Pennsylvania from his position as Law Clerk, effective May 30, 2008.

 

The vote was unanimous.  Motion carried.

 

 

 

Laurel Highlands Visitors Bureau

 

Motion by James C. Marker, seconded by John P. Vatavuk to reappoint RON ALDOM of the Somerset County Chamber of Commerce, 601 North Center Avenue, Somerset, Pennsylvania  15501, as the Commissioners’ designee to the Somerset County Laurel Highlands Visitors Bureau Board of Directors.

 

The vote was unanimous.  Motion carried.

 

 

 

Area Agency on Aging

 

Motion by James C. Marker, seconded by John P. Vatavuk to approve the unpaid leave of absence for Employee #5110 of the Area Agency on Aging for the period of May 28-30, 2008.

 

The vote was unanimous.  Motion carried.

 

 

Motion by James C. Marker, seconded by John P. Vatavuk to approve the Agreement between the County of Somerset and A & P GRASS CUTTER of 142 Lunen Street, Hollsopple, PA  15935, to provide lawn care at the Conemaugh Senior Center in the amount of $30.00 for initial cut and $25.00 thereafter.

 

The vote was unanimous.  Motion carried.

 

 

Motion by James C. Marker, seconded by John P. Vatavuk to approve the Agreement between the County of Somerset and ANDY LEVAR of 544 Main Street, Central City, PA 15926, to provide consulting services for home modifications and adaptive device services in the amount of $30.00 per hour with mileage reimbursement in the amount of $0.445.

 

The vote was unanimous.  Motion carried.

 

 

Motion by James C. Marker, seconded by John P. Vatavuk to approve the Agreement between the County of Somerset and DR. PETER GO of 867 West Main Street, Somerset, PA  15501, to provide medical consulting for the care management program in the amount of $100.00 per hour.

 

The vote was unanimous.  Motion carried.

 

 

Motion by James C. Marker, seconded by John P. Vatavuk to approve the Agreement between the County of Somerset and ALLEGHENY LUTHERAN SOCIAL MINISTRIES of 915 Hickory Street, Hollidaysburg, PA  16648, to provide management of escort transportation program in the amount of $11,755.00.

 

The vote was unanimous.  Motion carried.

 

 

 

Child Custody & Visitation Office

 

Motion by James C. Marker, seconded by John P. Vatavuk to approve the unpaid leave of absence for Employee #788 of the Child Custody and Visitation Office on May 19, 2008.

 

The vote was unanimous.  Motion carried.

 

 

 

Children and Youth Services

 

Motion by James C. Marker, seconded by John P. Vatavuk to approve the unpaid leave of absence for Employee #2117 of Children and Youth Services on May 15, 2008.

 

The vote was unanimous.  Motion carried.

 

 

 

Southern Alleghenies Planning & Development Commission

 

Motion by James C. Marker, seconded by John P. Vatavuk to appoint SHARON CLAPPER of Clapper’s Building Materials, 11th Avenue, Meyersdale, PA 15552; HANK PARKE of PBS Coals, Inc., 1576 Stoystown Road, Friedens, PA  15541; and RON ALDOM of Somerset County Chamber of Commerce, 601 North Center Avenue, Somerset, PA  15501 to the Southern Alleghenies Workforce Investment Board for three-year terms, which will expire on June 30, 2011.

 

The vote was unanimous.  Motion carried.

 

 


Sheriff’s Department

 

Motion by James C. Marker, seconded by John P. Vatavuk to approve the request of Sheriff John Mankey to promote CHAD SNYDER of Boswell, PA  15531 from Part-Time to Full-Time Deputy Sheriff for the Sheriff’s Department at an annual salary of $20,746.00, effective May 28, 2008.

 

The vote was unanimous.  Motion carried.

 

 

Motion by James C. Marker, seconded by John P. Vatavuk to approve the request of Sheriff John Mankey to hire STEPHEN BARTO of Rockwood, PA  15557 and GARY BOYER of Somerset, PA  15501 as Part-Time Deputies for the Sheriff’s Department at an hourly rate of $9.69, effective May 28, 2008.

 

The vote was unanimous.  Motion carried.

 

 

 

Somerset 911

 

Motion by James C. Marker, seconded John P. Vatavuk to remove Employee #2109 from the County Payroll as 911 Telecommunicator, effective May 23, 2008.

 

The vote was unanimous.  Motion carried.

 

 

 

Probation Department

 

Motion by James C. Marker seconded by John P. Vatavuk to approve the request of Vicki Saylor, Chief Probation Officer to hire MATTHEW PETERS of Friedens, Pennsylvania as an Intensive Probation Officer for the Adult Probation Department at an annual salary of $24,839.00, effective June 9, 2008.

 

The vote was unanimous.  Motion carried.

 

 

Motion by James C. Marker, seconded by John P. Vatavuk to approve the request of the Somerset County Community Service Board to ratify the community improvement recycling program mini-grants for the projects and amounts as follows:

 

                Laurel Arts of 214 South Harrison Avenue, Somerset, PA 15501 in the amount of $500 to assist in the repair and painting of the fence surrounding the property.

 

                Stoystown Area Historical Society of PO Box 11, Stoystown, PA in the amount of $250 to assist in dismantling and numbering logs of a historic log home.

 

                Pennsylvania Maple Festival, Inc., of PO Box 222, Meyersdale, PA in the amount of $400 to apply a waterproof stain to several rough cut lumber buildings.

 

                Windber Recreational Association, of PO Box 236, Windber, PA in the amount of $500 to assist in repairs and painting at the stadium/speedway.

 

                Somerset Conservation District of 6024 Glades Pike, Suite 103, Somerset, PA in the amount of $250 to assist in the preparation of a site for bank stabilization along the Stonycreek River.

 

                Next Step Center of 406 Stoystown Road, Somerset, PA in the amount of $120 to repair and stain a deck.

               

The vote was unanimous.  Motion carried.

 

 

 

Emergency Management Agency

 

Motion by James C. Marker, seconded by John P. Vatavuk to approve the Emergency Management Performance Grant (EMPG) Agreement in the amount of $40,573.00, through the Pennsylvania Emergency Management Agency to reimburse the County for salaries and benefits of the Emergency Management Coordinator and Clerk Typist II for the period of October 1, 2007 through September 30, 2008.

 

The vote was unanimous.  Motion carried.

 

 

 

Somerset County Airport

 

Motion by James C. Marker, seconded by John P. Vatavuk to ratify the Purchase Agreement between the County of Somerset and PURVIS BROTHERS, INC. of 321 Mars-Valencia Road, PO Box 957, Mars, PA  16046 to supply Texaco Brand aviation fuel and a credit card machine at the Somerset County Airport, effective May 23, 2008.

 

The vote was unanimous.  Motion carried.

 

 

 

Maintenance Department

 

Motion by James C. Marker, seconded John P. Vatavuk to remove Employee #1299 from the County Payroll as a Maintenance Worker, effective May 20, 2008.

 

The vote was unanimous.  Motion carried.
