TUESDAY:  A Regular Meeting of the Somerset County Board of Commissioners was held at 10:31 a.m. in the Commissioners’ Board Room.

 

 

PRESENT:  Pamela A. Tokar-Ickes, John P. Vatavuk, and James C. Marker, Commissioners; Mike Faher, Tribune-Democrat; Brett Hollern, Somerset County Trail Coordinator; Vince Pavic, Human Resources Director;  Daniel W. Rullo, Solicitor; Judy Ellich, Daily American; Carolyn Zambanini, Chief Clerk; and Sonya Augustine, Assistant Chief Clerk.

 

 

 

Approve Minutes

 

Motion by James C. Marker, seconded by John P. Vatavuk to approve the minutes of the regular meeting held on June 9, 2009, as well as the bid openings held on June 15, 2009 and June 19, 2009.

 

The vote was unanimous.  Motion carried.

 

 

 

Approve Payment of Bills

 

Motion by James C. Marker, seconded by John P. Vatavuk to approve the payment of bills in the amount of $1,211,836.20.

 

The vote was unanimous.  Motion carried.

 

 

 

Award Bid – Area Agency on Aging – Van

 

Bids were opened on June 15, 2009 for the purchase of one (1) Front-Wheel-Drive 7-Passenger Van to be used by the Area Agency on Aging.

 

 

Motion by James C. Marker, seconded by John P. Vatavuk to award the bid for the purchase of a 2009 Town and Country Van (substituted for the Dodge Grand Caravan bid) to LAUREL CHRYSLER JEEP of 1880 Bedford Street, Johnstown, PA  15902, in the amount of $18,088.00, upon the recommendation of Arthur DiLoreto, Administrator of the Area Agency on Aging.

 

The vote was unanimous.  Motion carried.

 

 

 

Award Bids – Children & Youth Services – Vehicles

 

Bids were opened on June 15, 2009 for the purchase of one (1) Front-Wheel-Drive Four-Door Mid-Size Sedan and one (1) Four-Wheel-Drive or All-Wheel-Drive 5-Passenger Four-Door Sports Utility Vehicle to be used by Children and Youth Services.

 

 

Motion by James C. Marker, seconded by John P. Vatavuk to award the bid for the purchase of a 2009 Jeep Liberty in the amount of $17,884.82 and a 2009 Hyundai Sonata in the amount of $15,894.97 to LAUREL CHRYSLER JEEP of 1880 Bedford Street, Johnstown, PA  15902, upon the recommendation of Charles Crimone, Director of Children and Youth Services.

 

The vote was unanimous.  Motion carried.

 

 

 

Bids – Bedford-Somerset MH/MR Program – Vehicles

 

Bids were opened on June 19, 2009 for the purchase of eighteen vehicles for the Bedford-Somerset MH/MR Program. 

 

 

Motion by James C. Marker, seconded by John P. Vatavuk to table the bids received for eighteen vehicles for the Bedford-Somerset MH/MR Program to review the same and make a recommendation for award.

 

The vote was unanimous.  Motion carried.

 

 

 

Travel Requests

 

Motion by James C. Marker, seconded by John P. Vatavuk to approve the following travel requests:

 

requests for Sandy Nicholson of Area Agency on Aging to attend the PA Association of Senior Centers Quarterly Meeting on June 30, 2009 in State College, Pennsylvania; and for Arthur DiLoreto of the Area Agency on Aging to attend the P4A Quarterly Meeting on July 29-30, 2009 in Gettysburg, Pennsylvania.

Motion by James C. Marker, seconded by John P. Vatavuk to ratify the request of Adele Bauer, Deputy Warden, to hire SHAYNE GEORGE of Salisbury, Pennsylvania as a Part-Time Correctional Officer at the Somerset County Jail at an hourly rate of $11.60, effective June 18, 2009.

 

The vote was unanimous.  Motion carried.

                               

 

 

Voter Registration and Elections

 

Motion by James C. Marker, seconded by John P. Vatavuk to ratify the request of Tina Pritts, Director of Voter Registration and Elections, to hire JULIE KEPHART of Stoystown, Pennsylvania as Part-Time Elections Assistant for the Voter Registration and Elections Office at an hourly rate of $7.80, effective June 23, 2009.

 

The vote was unanimous.  Motion carried.

 

 

Daniel W. Rullo stated that a Special Meeting of the Election Board was held today at 8:00 a.m. to cumulate/identify write-in votes in connection with the May 19, 2009 Municipal Primary Election for 12 candidates. 

 

 

 

Somerset County General Authority

 

Motion by James C. Marker, seconded by John P. Vatavuk to approve the recommendation of Chris Meyer, Water Manager, to hire CARL JONES, JR. of Rockwood, Pennsylvania as Chief Plant Operator for the Somerset County General Authority – Somerset County Water System at an annual salary of $32,500.00, effective June 29, 2009.

 

The vote was unanimous.  Motion carried.

 

 

Daniel W. Rullo, Solicitor stated the General Authority will reimburse the County for the salary and benefits for all employees of the Water System.

 

 

 

Great Allegheny Passage

 

Motion by James C. Marker, seconded by John P. Vatavuk to approve the request of Brett Hollern, Trail Coordinator, to accept the proposal of the EADS GROUP of 450 Aberdeen Drive, Somerset, PA  15501 to conduct bridge safety inspections of the Harnedsville, Pinkerton High, and Pinkerton Low bridges in the total amount of $35,371.00, which bridges are currently used for pedestrian and bicycle traffic across the Casselman River and are located in Addison & Lower Turkeyfoot Township along the Great Allegheny Passage. 

 

The vote was unanimous.  Motion carried.

 

 

 

Children & Youth Services

 

Motion by James C. Marker, seconded by John P. Vatavuk to approve the request of Charles Crimone, Administrator of Children and Youth Services, to hire ADAM CUTURILO of Jerome, Pennsylvania as a Substitute Caseworker I for Children and Youth Services at an annual salary of $21,404.00, effective July 6, 2009.

 

The vote was unanimous.  Motion carried.

 

 

Motion by James C. Marker, seconded by John P. Vatavuk to approve the transfer of KIMBERLY STEINMILLER of Somerset, Pennsylvania from her position as Clerk in the Somerset District Judge’s Office to Fiscal Officer I for Children and Youth Services at an annual salary of $25,000.00, effective June 29, 2009.

 

The vote was unanimous.  Motion carried.

 

 

Motion by James C. Marker, seconded by John P. Vatavuk to accept the resignation of LO PARKER of Johnstown, Pennsylvania from her position as Social Service Aide III for Children and Youth Services, effective June 30, 2009.

 

The vote was unanimous.  Motion carried.

 

 

 

Permission to Advertise – Bids for Coal

 

Motion by James C. Marker, seconded by John P. Vatavuk to ratify the advertisement for bids to furnish coal for the Somerset County Courthouse, Jail, and Office Building for the period of August 1, 2009 through August 1, 2010 based on a net ton of 2,000 pounds; bids are due in the Commissioners’ Office on or before Thursday, July 2, 2009 at 10:30 a.m.

 

The vote was unanimous.  Motion carried

TUESDAY:  A Regular Meeting of the Somerset County Salary Board was held at 10:48 a.m. in the Commissioners’ Board Room.

 

 

PRESENT:  Pamela A. Tokar-Ickes, John P. Vatavuk, and James C. Marker, Commissioners; Donna Schmitt, Treasurer; Mike Faher, Tribune-Democrat; Vince Pavic, Human Resources Director;  Daniel W. Rullo, Solicitor; Judy Ellich, Daily American; Carolyn Zambanini, Chief Clerk; and Sonya Augustine, Assistant Chief Clerk.

 

 

 

Motion by James C. Marker, seconded by Donna Schmitt to create the position of CASEWORKER III for the Children and Youth Services at an annual salary of $23,231. 

 

The vote was unanimous.  Motion carried.

 

 

Motion by Donna Schmitt, seconded by James C. Marker to create the position of FISCAL OFFICER I for the Children and Youth Services at an annual salary of $25,000. 

 

The vote was unanimous.  Motion carried.

Motion by Donna Schmitt, seconded by James C. Marker to approve the request of JEFFREY T. PETRILLA of Boswell, Pennsylvania, Conference Officer for the Domestic Relations Office, to buy back his retirement during the period of December 17, 1989 through November 30, 1995, while working in the Domestic Relations Department, Probation Department, and Children and Youth Services in the amount of $8,031.58.

 

The vote was unanimous.  Motion carried.
