TUESDAY:  A Regular Meeting of the Somerset County Board of Commissioners was held at 10:34 a.m. in the Commissioners’ Board Room.

Moment of Silence

 

A moment of silence was observed in memory of Dr. Frederick “Doc” Smith who passed away.  Dr. Smith served on the Somerset County General Authority since its inception in 1991.   

 

 

 

Approve Minutes

 

Motion by James C. Marker, seconded by John P. Vatavuk to approve the minutes of the meeting of June 10, 2008, as well as the minutes of the bid openings held on June 20, 2008 and June 23, 2008.

Approve Payment of Bills

 

Motion by James C. Marker, seconded by John P. Vatavuk to approve the payment of bills in the amount of $2,909,069.65.

Motion James C. Marker, seconded by John P. Vatavuk to award the bid for the front-wheel-drive mid-size sedan for Children and Youth Services to TRI-STAR MOTORS of Somerset, Pennsylvania for a 2008 Ford Fusion in the amount of $15,460.00, upon the recommendation of Charles Crimone, Director of Children and Youth Services.

       

The vote was unanimous.  Motion carried.

 

 

Motion by James C. Marker, seconded by John P. Vatavuk to reject the bids for the four-wheel-drive or all-wheel-drive 5-passenger four-door sports utility vehicle, upon the recommendation of Charles Crimone, Director of Children and Youth Services.

Somerset County Jail – Video Surveillance System Upgrade

 

Motion by James C. Marker, seconded by John P. Vatavuk to approve the Change Order and Contract Addendum in the amount of $20,523.98 with INTELLIGENT SECURITY TECHNOLOGIES of Windber, Pennsylvania for additional work at the Work Release Center in connection with the Somerset County Jail Video Surveillance Upgrade; the Jail will purchase through Central Purchasing a Dell Optiplex 755 computer and two D-link 24 Port Poe Switches for the additional work.

 

 The vote was unanimous.  Motion carried.

 

 

 

Travel Requests

Somerset County General Authority

 

The Commissioners announced that the main access road at Laurel Highlands Business Park will be named in memory of Dr. Smith as a tribute to his service to the County of Somerset through the Somerset County General Authority.

 

 

 

Redevelopment Authority

 

Motion by James C. Marker, seconded by John P. Vatavuk to approve the agreement between the PENNSYLVANIA DEPARTMENT OF COMMUNITY AND ECONOMIC DEVELOPMENT and the County of Somerset for a Competitive Community Development Block Grant (CDBG) on behalf of Paint Borough in the amount of $300,000.00 for sanitary sewer system improvements.

 

The vote was unanimous.  Motion carried.

 

 

 

Somerset 911

 

Motion by James C. Marker, seconded by John P. Vatavuk to promote KRISTIN MOSTOLLER of Meyersdale, Pennsylvania from Part-Time to Full-Time 911 Telecommunicator for Somerset County 911 at an annual salary of $21,193.00, effective June 28, 2008.

 

The vote was unanimous.  Motion carried.

 

 

Motion by James C. Marker, seconded by John P. Vatavuk to accept the resignation of SEAN YODER of Somerset, Pennsylvania from his position as Full-Time 911 Telecommunicator for Somerset County 911, effective July 3, 2008.

Assessment Office

 

Motion by James C. Marker, seconded by John P. Vatavuk to approve the unpaid leave of absence for Employee #2119 of the Assessment Office for June 16, 2008.

Motion by James C. Marker, seconded by John P. Vatavuk to approve the renewal contract for the AS/400 Mass Appraisal System support services between the County of Somerset and TYLER TECHNOLOGIES, INC., of 3199 Klepinger Road, Dayton, Ohio  45406, for the period of July 1, 2008 to June 30, 2009, in the amount of $10,500.00.

Information Technology

 

Motion by James C. Marker, seconded by John P. Vatavuk to approve the request of Glen Wagner, IT Director, for an unpaid Internship for KEENAN KUDASIK II of 221 Indian Drive, Central City, Pennsylvania 15926, in the Information Technology Department for the summer of 2008 beginning June 24, 2008.

 

The vote was unanimous.  Motion carried.

 

 

Commissioner Marker announced that the Information Technologies (IT) Department currently has used computers to distribute to non-profit organizations.   Any interested organizations should contact the IT Department at 445-1439 to see what is available.  The equipment will be distributed on a first-come, first-served basis. 

 

 

 

Jury Commissioners

 

Motion by James C. Marker, seconded by John P. Vatavuk to approve the request of the Jury Commissioners to hire DARLENE DIVELY of Friedens, Pennsylvania, as a Temporary Part-Time Clerk for the Jury Commissioners at an hourly rate of $7.60, for the period of June through September, 2008.

Tableland Services, Inc.

 

Motion by James C. Marker, seconded by John P. Vatavuk to approve the Family Center Grant Agreement between the PENNSYLVANIA DEPARTMENT OF PUBLIC WELFARE and the County of Somerset for fiscal year 2008-2011 in the amount of $186,519.00.

 

The vote was unanimous.  Motion carried.

 

 

Motion by James C. Marker, seconded by John P. Vatavuk to approve the Promoting Responsible Fatherhood/Child Abuse Prevention (PRF/CAP) Grant Agreement between the PENNSYLVANIA DEPARTMENT OF PUBLIC WELFARE and the County of Somerset for fiscal year 2008-2011 in the amount of $30,600.00.

Vatavuk to approve the request of Charles Crimone, Administrator of Children and Youth Services to hire JESSICA FELA of Central City, Pennsylvania as a Caseworker I for Children and Youth Services at an annual salary of $21,404.00, effective June 30, 2008.

Somerset County Industrial Development Authority

 

Motion by James C. Marker, seconded by John P. Vatavuk to approve the reappointment of WILBERT KEMP of Confluence, Pennsylvania and G. HENRY COOK of Somerset, Pennsylvania, to the Somerset County Industrial Development Authority Board of Directors for five-year terms ending September 30, 2013.
