TUESDAY:  A Regular Meeting of the Somerset County Board of Commissioners was held at 10:35 a.m. in the Commissioners’ Board Room.

 

 

PRESENT:  Pamela A. Tokar-Ickes, John P. Vatavuk, and James C. Marker, Commissioners; Jeff Masterson, Tableland Services, Inc.; Dan Kinsella, Veterans Services; Judy Ellich, Daily American; Mike Faher, Tribune-Democrat; Randy Welker, Fiscal Analyst; Vince Pavic, Human Resources Director;  Carolyn Zambanini, Chief Clerk; and Sonya Augustine, Assistant Chief Clerk.

 

 

 

Approve Minutes

 

Motion by James C. Marker, seconded by John P. Vatavuk to approve the minutes of the regular meeting held on June 23, 2009, the Special Election Board meeting on June 23, 2009, as well as the bid opening held on July 2, 2009.

 

The vote was unanimous.  Motion carried.

 

 

 

Approve Payment of Bills

 

Motion by James C. Marker, seconded by John P. Vatavuk to approve the payment of bills in the amount of $523,528.20.

 

The vote was unanimous.  Motion carried.

 

 

 

Award Bid – Coal

 

Bids were opened on July 2, 2009 for the purchase of coal to supply the Somerset County Courthouse, Jail and Office Building.

 

 

Motion by James C. Marker, seconded by John P. Vatavuk to award the bid for the purchase of coal to RFI ENERGY, INC. of 555 Philadelphia Street, Indiana, PA  15701 in the amount of $130.61 per ton delivered.

 

The vote was unanimous.  Motion carried.

 

 

 

Award Bids – Bedford-Somerset MH/MR Program Vehicles

 

Bids were opened on June 19, 2009 for the purchase of eighteen vehicles for the Bedford-Somerset MH/MR Program.

Travel Requests

 

Motion by James C. Marker, seconded by John P. Vatavuk to approve the following travel requests:

 

request for Richard Wagner of the Domestic Relations Department to attend the State D.R.A.P. Conference on October 5-8, 2009 in Gettysburg, Pennsylvania.

Tableland Services, Inc.

 

Motion by James C. Marker seconded by John P. Vatavuk to approve Attachment A to the Grant Agreement between Somerset County, Tableland Services, Inc., and the PENNSYLVANIA DEPARTMENT OF AGRICULTURE for the State Food Purchase Program (SFPP) for fiscal year 2009-2010.

 

The vote was unanimous.  Motion carried.

 

 

Jeff Masterson, Executive Director of Tableland Services, Inc., stated that the income guidelines have been increased from 125% of poverty level to 150%. 

 

 

 

Parks & Recreation Board

 

Motion by James C. Marker, seconded by John P. Vatavuk to approve the appointment of JAMES HARROLD of 320 Barron Church Road, Rockwood, Pennsylvania 15551, to the Somerset County Parks and Recreation Board to fill the vacancy created by the resignation of Larry Adams which term will expire on December 31, 2011.

 

The vote was unanimous.  Motion carried.

 

 

 

Information Technology Department

 

Motion by James C. Marker, seconded by John P. Vatavuk to accept the resignation of TRAVIS ALBRIGHT of Ashville, Pennsylvania from his position as a paid intern in the Information Technology Department, effective July 9, 2009.

 

The vote was unanimous.  Motion carried.

 

 

Motion by James C. Marker, seconded by John P. Vatavuk to ratify the request of Glen Wagner, Information Technology Director, to appoint EVAN SHANNON of Stoystown, Pennsylvania to an unpaid internship in the Information Technology Department beginning on July 6, 2009.

Somerset District Judge’s Office

 

Motion by James C. Marker, seconded by John P. Vatavuk to ratify the appointment of CYNTHIA DENORCY of Central City, Pennsylvania as a Full-Time Clerk in the District Judge’s Office an annual salary of $14,430.00, effective June 29, 2009.

 

The vote was unanimous.  Motion carried.

 

 

 

Emergency Management Agency

 

Motion by James C. Marker, seconded by John P. Vatavuk to approve the Emergency Management Performance Grant (EMPG) Agreement in the amount of $41,275.00, through the Pennsylvania Emergency Management Agency to reimburse the County for salaries and benefits of the Emergency Management Coordinator and Clerk Typist II for the period of October 1, 2008 through September 30, 2009.

 

The vote was unanimous.  Motion carried.

 

 

 

Probation Department

 

Motion by James C. Marker, seconded by John P. Vatavuk to approve the unpaid leave of absence for Employee #1361 of the Probation Department for July 7-13, 2009.

Somerset 911

 

Motion by James C. Marker, seconded by John P. Vatavuk to approve the promotion of TROY ALLEN GLOTFELTY of Stoystown, Pennsylvania from Part-Time to Full-Time Telecommunicator for the Somerset County 911 Center at an annual salary of $21,828.00, effective July 11, 2009, to fill the vacancy created by the resignation of Russell Miller.

 

The vote was unanimous.  Motion carried.

 

 

Motion by James C. Marker, seconded by John P. Vatavuk to accept the resignation of SHAWN C. HILLEGASS of Windber, Pennsylvania from his position as Part-Time Telecommunicator for Somerset County 911, effective June 24, 2009.

Veterans Services

 

Commissioner Marker congratulated Dan Kinsella, Director of Veteran Services, for having recently received his certification from the Department of Veterans Affairs.  He attended an intense week of full-day lectures and successfully completed a 2-hour examine to become certified.  Re-certification is required of Veteran Services Directors every five years.  Mr. Kinsella stated he will now be better able to assist veterans and their dependents in processing claims with the Veterans Administration, such as compensation, pension, widow’s burial, and educational claims.

 

 

 

Treasurer’s Office

 

Motion by James C. Marker, seconded by John P. Vatavuk to approve the request of Donna Schmitt, Treasurer, to hire JESSICA TOMLINSON of Jennerstown, Pennsylvania; LAURA SHANNON of Stoystown, Pennsylvania; and NANCY HAGANS of Kantner, Pennsylvania, as Part-Time Clerks to issue antlerless deer licenses at an hourly rate of $7.80, effective July 13, 2009.

 

The vote was unanimous.  Motion carried.

TUESDAY:  A Somerset County Employees’ Retirement Board Meeting was held at 10:53 a.m. in the Commissioners’ Board Room.

Motion by Donna Schmitt, seconded by James C. Marker to approve the Request for Refund of Accumulated Deductions and Authorization for Distribution submitted by AIMEE M. STEELE of Somerset, Pennsylvania, whose last day of work as a Community Service Crew Leader for the Probation Department was February 6, 2009.

 

The vote was unanimous.  Motion carried.
